Since 1992, TOUCH Community Services has served people of all ages, races and religions to see sustainable change and transformation in their lives.
We believe in the worth and potential of every child, youth at-risk, family in need, caregiver, senior and person with special or wellness needs to grow, participate and contribute in the community.
Our Vision 2030 is to see Strong Families, Caring Generations and Enabled Communities established in Singapore.
Our Charity Status
TOUCH Community Services Ltd (TOUCH) is a not-for-profit charitable organisation officially registered in 1992. It was granted charity status and became a full member of the National Council of Social Service on 12 December 1994. TOUCH is an Institution of a Public Character (IPC) under the Charities Act, and this status was renewed on 1 October 2024 through to 31 August 2027.

Our Story
The work of TOUCH started in 1986 as a service to the community by a group of like-minded young people who banded together to organise activities for disadvantaged children in the neighbourhoods of Clementi and Jurong.
Touched by the needs of low-income and single-parent families facing difficulties to make ends meet, these seven people in their twenties organised activities to help children from these families to develop academically and socially.
What started out as a simple attempt to mentor children and help them develop to their full potential has today become a multi-service organisation that serves a diverse range of clients, from children to the elderly and those with special needs.
Meet Our Team
Chairman
Kwong Kin Mun
Kin Mun brings with him extensive financial experience, having spent the last 40 years in the financial industry. He is currently Senior Executive Vice President of E.SUN Private Banking.
He has previously held leadership positions including Vice-Chairman for Southeast Asia wealth management at Credit Suisse, Deutsche Bank’s Head of Wealth Management for South-east Asia and as Head of South Asia Private Banking at DBS. Other senior banking roles that he held include positions at Citigroup Private Bank, UBS Wealth Management, Standard Chartered Bank and Merrill Lynch.
He is also a an exco member of Kwong Wai Shiu Hospital (KWSH), chairman of the investment committee of KWSH and co-chair of the investment committee of KWSH Foundation. In addition, he also serves on the investment committee of the SCO.
Emeritus Chairman
Lawrence Khong
Passionate about serving the needy and disadvantaged in Singapore, Emeritus Chairman Lawrence Khong, together with a team of volunteers, founded the work of TOUCH in 1986, which started as a service for children of low-income families in Clementi and Jurong.
This vision has brought TOUCH to where it is today – a multi-service Institution of a Public Character (IPC) which celebrated its 30th anniversary in 2022.
Through the decades, Lawrence has been instrumental in inspiring and mobilising the community to volunteer their service to the needy and disadvantaged.
Lawrence was conferred the Public Service Medal in 1998 in recognition of his contributions to the community.
Board of Directors
Kenneth Au-Yong
Kenneth has been with the Board since May 2010. He is a Partner of Ramdas & Wong, one of Singapore’s most long-standing and trusted law firms.
With his legal expertise, Kenneth has provided legal guidance on a voluntary basis for TOUCH Professional Deputies & Donees, a service launched in June 2019 to safeguard the interests of vulnerable adults in our society and help them make key decisions affecting their personal welfare, property and affairs.
Kenneth is an active supporter and participant in community activities and has been awarded the Long Service Awards for Service to the Community by the then Ministry of Community Development and by the Ministry of Health.
Kenneth was awarded the Public Service Medal in 2019.
Wan Siu Khuan
Siu Khuan is a business owner whose company works with major MNCs in the oil and gas sectors.
He has been the Chairman of the TOUCH Giving Golf Organising Committee for the past 20 years, bringing together golf enthusiasts and the business community to raise funds to support seniors while bonding on the green.
Siu Khuan has also actively volunteered his time for Meals-on-Wheels delivery to serve frail seniors in the community. He received a Social Service Award in 2013 from South-West CDC Com-Care for his dedicated service.
Kuok Lay Hoon
Lay Hoon is the Managing Director and Principal Consultant of Arrowlight Consulting Private Limited.
She has held top leadership positions in regional and global HR functions with JPMorgan & Chase and Neptune Orient Lines Ltd Group.
With more than 15 years of experience in human resources management, leadership and strategic advisory, she has led projects such as HR transformation and process re-engineering, and talent management. She also has a credible track record in facilitating top management, leadership team alignment and in coaching executives in achieving personal and organisational success.
Lay Hoon has worked with executives from diverse cultures and backgrounds, having worked in New York, Hong Kong, Tokyo, and Singapore. She is certified to administer Hogan assessment tools, Lominger instruments and the MBTI.
Tan Ee Shien
Ee Shien is the Head and Senior Consultant of Genetics Service at KK Women’s and Children’s Hospital. She is also the Head of the SingHealth Duke-NUS Genomic Medicine Centre.
Ee Shien has been actively involved in undergraduate education and is a clinical associate professor in Duke GMS and YLL SOM.
She was also awarded the Clinician Scientist Award 2009-2011 and is still involved in research projects within the genetics service.
Cheng Huey Teng
Huey Teng is the Principal of Changkat Primary School and has been in the Education sector for more than 30 years.
She also serves as a lay pastor in church and volunteers with TOUCH. Her involvement in the social service sector spans almost 30 years.
In 2019, she was awarded the Public Administration Medal (Bronze) at the National Day Awards.
Christine Cheah
Christine helms a management role in an established Insurance Company.
She manages a team that innovates digital tools for its distribution force as part of the digital transformation journey for the company.
Christine started her career in the financial industry as a financial planner before switching to corporate life. For the past 18 years with the Company, she has held several key executive positions.
Christine Low
Christine is a Senior Business Advisor for Chemicals & Products at Shell Singapore Ltd.
For over 30 years, she has held different technical and supply chain roles in Shell after graduating with a Chemical Engineering degree from Monash University.
A strong supporter of TOUCH’s work, Christine has been actively involved with the TOUCH Charity Golf Committee since 2016. She also supports overseas missions specifically children sponsorship and India/Africa missionary support.
Glenn Seah
Glenn is the Managing Director and Head of Legal, Compliance and Corporate Secretariat, and a permanent invitee to the Executive Management Committee at the Singapore Exchange Limited.
He provides legal and compliance leadership and manages regulatory relationships on a global basis for the SGX Group’s businesses across equities, fixed income, FX, commodities, market data and indices.
Glenn previously headed country and regional compliance roles for Standard Chartered Bank in Singapore and Southeast Asia. He was also a Deputy Public Prosecutor and State Counsel with the Attorney-General’s Chambers for several years.
Glenn has been recognised as a Fellow of the Institute of Banking and Finance for his thought leadership and commitment to industry development, and is an alumnus of NUS Law School and the Harvard Business School’s Advanced Management Program.
Carol Ma Hok Ka
Associate Professor Carol Ma is the Head of Gerontology Programmes at the S R Nathan School of Human Development, and Senior Fellow of Service-Learning & Community Engagement at the Centre for Experiential Learning at the Singapore University of Social Sciences.
Carol has a PhD in Social Sciences (with focus on Social Gerontology) from Hong Kong’s Lingnan University. Some of her research interests include Ageing, Intergenerational Communication and Social Capitals; Health and Social Care; Service-Learning and Service Leadership; and Higher Education and Community Engagement.
She also has extensive consultation and executive experience and has served on the editorial boards of several university publications.

TOUCH Caregivers Support Group (TCG) envisions a community in which caregivers, together with their loved ones, are empowered to live well. It aims to do this by caring for the carer, while building a care network around the family, to build confidence and strengthen support.
By focusing on the individual’s strength and taking a family-centred approach, TCG will strive to improve care sustainability, enabling caregivers to enjoy a better quality of life.
To help caregivers cope with the challenges of caregiving, TCG provides a range of care resources, including helplines, home modification schemes, caregiver training and online community support.
As an advocate for caregivers, TCG also conducts talks and webinars, and shares insights on media platforms to empower and further support caregivers on their journey.
TOUCH Elderly Group provides a suite of home-based and care support services to meet the diverse needs of seniors and their caregivers to support ageing in community. It also runs active ageing centres under TOUCH Active Ageing.
At TOUCH, we believe that enabled communities can build resilience, where individuals can be activated as resources - regardless of their needs or life stage - to support ageing in community.
We strive to build a sustainable care eco-system by leveraging community assets, improving accessibility to social and healthcare services, strengthening care networks and harnessing digital capabilities to further optimise seniors’ mental and physical well-being.
We will continue to anchor collaborations with stakeholders to co-create care solutions to promote happy, healthy and helpful communities.
At TOUCH Integrated Family Group, we believe that strong functional families form the bedrock of a strong community. By developing integrated family units which are equipped with resources to cope with stressors in life, we can cultivate generations in an enabled community.
Our holistic family-based programmes, resources and services are focused on helping families cope with the transition of roles – from adulting, marriage to parenting. Throughout the continuum of a family’s life course, we work on enhancing family resilience, enriching marriages, strengthening parent-child relationships, and promoting the well-being of families.
We establish sustainable support structures in Singapore to help families be more resilient and lead more purposeful and connected lives
TOUCH Special Needs Group (TSNG), under TOUCH Community Services, believes that every person with disabilities is valuable and aims to empower them to gain independence, social inclusion, and maximise their potential to be contributing members of society.
Through two Day Activity Centres, a dedicated service for the Deaf and an Adult Disability Hostel, TSNG imparts life skills (daily living, community living, personal, and social skills), as well as pre-employment skills to trainees with intellectual disabilities or are deaf. TSNG also runs TOUCH SpecialCrafts, a programme which develops and showcases trainees’ talents and skills in the visual arts and offers employment for those with high potential. People with disabilities, especially those who are not enrolled in any disability services, can also receive support through the Community Support Service, which aims to empower them to grow in independence and enjoy greater social integration. They and their caregivers can also receive further support at home through RAISE (Resilience and Abilities for Independence through Support and Empowerment), a pilot initiative by TOUCH and supported by SG Enable.
In support of the Enabling Masterplan 2030 to bring community support services closer to the homes of persons with disabilities and their caregivers, TOUCH has been appointed by SG Enable to operate an Enabling Services Hub (ESH) in Jurong. This will allow TOUCH to develop a stronger ecosystem of support for persons with disabilities and their caregivers through its services, such as those focused on special needs, senior care, digital and mental wellness, and caregivers support, to better serve the community in the West and nurture a more inclusive culture within the neighbourhood.

TOUCH Wellness Group (TWG) advocates for mental, digital, physical and social wellness in the community. TWG’s services are geared towards digital and mental wellness through social-health integration strategies to achieve adaptive resilience and a balanced lifestyle for individuals.
A pioneer in the cyber wellness industry, it believes in the responsible use of digital technologies to enable individuals and families to thrive in the digital age.
TWG is also a prominent partner of the mental health community and plays a leading role in mental health anti-stigmatisation efforts through the nation-wide Beyond the Label movement. In addition, it is a valued partner of the Institute of Mental Health in providing stepped care for youths with mental health conditions in the community.
Besides educational talks and workshops on cyber and mental wellness for schools, corporations, parents and the larger community, TWG runs evidence-based and personalised therapy and counselling programmes to empower individuals from all walks of life to be more resilient to cope with daily living.
TOUCH Professional Deputies & Donees (TPDD) was set up in 2019, following the launch of the PDD scheme by the Ministry of Social and Family Development in 2018.
TPDD is part of TOUCH Family Services’ efforts to build enabled communities and strengthen family relationships. Leveraging its decades of community service, including serving the elderly and people with special needs, individuals can be assured of reliability and service continuity.
TPDD has a pool of professionals certified and registered with the Office of the Public Guardian (OPG). Individuals, who want to make a Lasting Power of Attorney (LPA) and do not have a suitable Donee or replacement Donee, are now given the option to appoint a Professional Donee under TOUCH to manage their Personal Welfare, Property & Affairs, or both, when they lose mental capacity.
TOUCH also partners with Trust companies, with TOUCH managing the personal welfare, while the Trust companies manage Property & Affairs for those with significant assets.
TOUCH also receives referrals from hospitals and nursing homes for the appointment of Professional Deputy through a court order for individuals with modest to significant assets, who are mentally incapacitated and cannot find a proxy decision maker that they can rely on.
