Building Resilient Families

A scheme initiated by the Ministry of Social and Family Development (MSF), HOPE aims to give young lower-income families a head start to improve their socio-economic status. 

We achieve this by upgrading their skills and investing resources in their children’s education. 

Through mentoring sessions, we work with these families to improve their financial and social situation by building resilience and providing social and emotional support.  

We also provide incentives for housing, upskilling, and children’s education. 

Eligibility Criteria

This service primarily caters to married couples and divorced or widowed mothers. 

  • Monthly gross household income of $1,700 
  • Mother must be 18 to 35 years old 
  • Have at least one, but not more than two biological or legally adopted children 
  • All children must be Singapore citizens 
  • At least one spouse must be a Singapore Citizen, with the other being either a Singapore Citizen or permanent resident
  • Husband is employed 
  • Couple has to be educated up to secondary level 
  • If any party has post-secondary education: 
    • Individual income must not exceed $1,200 
    • Mother must be 30 to 35 years old 

 

You may apply for the HOPE Scheme at any Social Service Office (SSO).

  • Singapore citizen 
  • Monthly gross household income of $1,700 
  • Aged 18 to 35 
  • Have at least one, but not more than two biological or legally adopted children 
  • All children must be Singapore citizens 
  • Divorced mothers should have child custody, and care and control 
  • Employed 
  • Educated up to secondary level 
  • If the individual has post-secondary education, 
    • Individual income must not exceed $1,200 
    • Must be 30 to 35 years old

What You Can Expect 

Families enrolled in the scheme will be supported through various programmes and incentives as they work towards financial independence and better social mobility. 

Areas of support include: 

  • Training and employment incentives 
  • Grants for housing and utilities  
  • Education bursaries and mentoring support for children and families 
  • Social work support from an MSF-approved HOPE mentor
